Our History

Since 1996 we have provided health care services to Michigan residents, first as ProCare Health Plan and now as Harbor Health Plan, administering Medicaid benefits to residents of Wayne County. As ProCare, Harbor was certified as a Clinic Plan in 1996, a Qualified Health Plan in 1998 and a licensed HMO in December 2000. In 2003, the Medicare Prescription Drug, Improvement, and Modernization Act added prescription drug coverage to the Medicare program. In 2006, all people with Medicare were able to enroll in health plans that cover prescription drugs. Since we’ve had many years’ experience in providing health care services to individuals, we decided to enter into a contract with the Centers for Medicare and Medicaid Services (CMS) to provide Medicare beneficiaries with medical coverage, including the prescription drug coverage that is now part of the Medicare program. On January 1, 2015, we officially launched Harbor Medicare Plans, a Michigan-based HMO that provides medical, hospital and prescription drug coverage to Medicare beneficiaries living in Wayne County.

Our Partners

We partner with a team of more than 1,500 top doctors and specialists and 10 hospitals in the Detroit area. This includes the Detroit Medical Center Health System—Harper University Hospital, Hutzel Hospital, Detroit Receiving Hospital, Children’s Hospital, Rehab Institute of Michigan, Sinai-Grace Hospital, DMC Surgery Hospital and Huron Valley-Sinai Hospital. Also included are Oakwood Health System, Botsford, and Garden City Hospitals. We are proud to be a Michigan health care network.
